Two Rivers Release Paths
Two Rivers Correctional Institution is operated by ODOC. Someone leaving TRCI may transfer within the prison system, enter post-prison supervision, enter parole under a qualifying sentence scheme, or complete the relevant state sentence and supervision status. These outcomes have different legal and practical meanings. A movement to EOCI or another ODOC prison continues confinement. A county-supervision status can mean prison custody ended while oversight continues.
Physical location does not assign the supervising county. TRCI sits in Umatilla County, but the approved release plan may send a person elsewhere. Read the ODOC status and location, identify the release authority, and obtain the movement record. Then contact the county community-corrections office named by the plan. Umatilla County Community Corrections is relevant only when the official record makes it responsible.
Search Two Rivers Release Status
The ODOC Offender Search is the first public electronic route for a named person. Use the SID when available because it gives the strongest direct match. A name search should be checked against birth month and year, aliases, descriptors, court, offense, case number, and sentence data. Do not rely on a name-only results row.
- Open the ODOC Offender Search and search by SID or name.
- Open the matching individual detail and compare all available identifiers.
- Read Status, Location, Institution Admission Date, and Earliest Release Date as one set.
- Check the offense tab against the judgment and sentence terms.
- Verify any past movement through ODOC records, VISOR, and the receiving supervision office when applicable.
The locator is framed mainly as a way to find an adult in custody. Visibility can change after discharge, and ODOC does not promise that it serves as a permanent ledger for every former prisoner. If a fully discharged person is missing, request movement and discharge history instead of treating no result as proof that no record exists.
Two Rivers Search Record Fields
Each ODOC field answers a limited question. Status describes the agency's current classification. Location can distinguish an institution from county supervision. Institution Admission Date anchors a prison episode. Earliest Release Date is the exact predictive label used by the public detail, but it is not an actual-release timestamp.

A future date may change because of amended judgments, sentence credit, merged or consecutive terms, earned-credit eligibility, loss or restoration of credit, Board action, release planning, or detainers. Only a past movement entry establishes that the person left TRCI and where the person went.
Note: Earliest Release Date is an estimate, so a later ODOC movement entry is needed to confirm departure.
Request Two Rivers Release Records
ODOC controls TRCI release and movement documents. A focused request should give the full name, SID, institution, and narrow date range. Ask for the movement entry, publicly releasable sentence-computation record, Pen Pack, discharge document, and release-plan or county-supervision information as appropriate. If a detainer produced a handoff, ask the record to identify the receiving agency.

ODOC public-record requests go through the department's current records route. Published charges can include staff time, copies, postage, media, and legal review. Obtain a current estimate because rates and accepted payment methods may change.

TRCI staff can provide facility-specific operational direction. Documentary proof should still come from ODOC's records process. A phone response about an estimate or current location is not the same as a certified movement or discharge record.

Use the SID and full name when contacting ODOC. State that the request concerns TRCI and identify the relevant admission or expected movement period. That scope reduces confusion with older prison stays or another person who has the same name.

Two Rivers Prison History
Two Rivers Correctional Institution opened in 1999. That local history identifies a long-running ODOC prison in the city of Umatilla, but it does not convert TRCI into a county facility. The Umatilla County Sheriff's Office does not maintain its release roster or certify its state-prison movement entries.
No current population or capacity figure from the assigned research should be invented. Even a valid population count would not establish annual releases. Person-specific movement records remain the reliable source.
Two Rivers Supervision County
A release to community supervision is governed by the release plan and legal authority. The receiving county may be Umatilla, but it may also be another county. Check ODOC Location and Status first. Then use the named community-corrections office for public reporting instructions or permitted confirmation. Never infer Umatilla supervision from the prison address alone.
Umatilla County's Pendleton Community Corrections office is at 4705 NW Pioneer Place, and its Hermiston office is at 45 W Cherry Avenue. Those contacts matter only when the release record points to local supervision. The nearby Umatilla Transition House is a noncustodial residence for certain men released from ODOC or local-control custody. It is not a standard TRCI destination and has no custody roster.

Two Rivers VISOR Alerts
Oregon VISOR is the current successor to VINE and VINELink. It can supply supported custody information and notifications by phone, text, or email. Search by name or offender number, compare the agency and identifiers, and read the exact event wording and date. Account-based and anonymous registration may be offered.
A VISOR alert supports the event submitted by the participating agency, but it is not a substitute for ODOC's record. A no-result search cannot distinguish release, transfer, a delay, spelling variation, or limited coverage. Match the alert with the movement entry and correct supervision office. Current official instructions do not direct users to the obsolete four-digit VINE PIN process.

Two Rivers Release Date Changes
Oregon does not impose one service percentage on every prison sentence. ORS 421.121 can permit earned-time reductions for eligible modern sentences, subject to exclusions and ODOC rules. Measure 11 mandatory minimums under ORS 137.700 generally do not receive ordinary earned-time reduction. Other sentencing schemes can differ based on offense and date.
Do not calculate release by subtracting a generic percentage. Obtain the judgment, identify each concurrent or consecutive term, verify jail credit, and review ODOC's computation. An Earliest Release Date may change. On or after it, check Status, Location, VISOR events, movement documents, and supervision intake. Two Rivers Transfer Verification
A transfer is the most important false-release risk on a TRCI search. The person can leave the institution while remaining in ODOC custody, entering another agency's custody, or awaiting a different legal process. The destination field resolves that ambiguity. If another ODOC prison is named, continue with the statewide offender record. If another authority is named, use its record after preserving the ODOC handoff.
Federal and immigration systems are case-specific fallbacks. No federal prison or dedicated ICE detention center was identified in Umatilla County. A later federal or immigration locator result should be paired with the ODOC movement entry and relevant court record, not treated as a local TRCI release list.
Two Rivers Discharge Documentation
A fully discharged person may not remain visible in OOS with a permanent Discharged label. The strongest historical proof is an ODOC Pen Pack, movement history, discharge record, or applicable Board action. Ask for the SID, TRCI stay, offense and case identifiers, sentence dates, and the specific movement period. Those details keep the request tied to the correct prison episode.
ORS 421.125 adds an Oregon-specific detail for discharge or parole from ODOC. The current statute requires ODOC to address proper clothing and enumerated documents. The live statutory text controls the exact list. That provision concerns an ODOC discharge or parole and should not be applied to a short county-jail release. It also does not identify the receiving supervision county.
Evidence grows stronger when matching identifiers connect the public OOS result, VISOR event, court judgment, ODOC movement line, and certified record where available. A public interface result is useful, but the agency's final movement or discharge document carries the greater weight for the event it records.
Note: ODOC discharge documentation is stronger historical proof than the continued visibility or absence of a public OOS result.
