Eastern Oregon Release Paths
Eastern Oregon Correctional Institution is an ODOC medium-security prison in Pendleton. Release from EOCI is a state event. A person can leave prison for post-prison supervision, parole under an applicable sentence scheme, or complete discharge. The person may also move to Two Rivers Correctional Institution or another ODOC location. That movement is continued incarceration, not release.
The release plan determines the receiving county for supervision. EOCI's Umatilla County address does not make Umatilla County Community Corrections responsible for every person who leaves it. Read ODOC Status and Location together. Then use the release plan, movement record, or Board and community-corrections information to identify the correct county. A complete discharge may require an ODOC Pen Pack, discharge action, or other official history when the public locator no longer displays enough detail.
Search Eastern Oregon Release Status
The ODOC Offender Search is the first electronic path. Search by SID when known or by first and last name. Supported partial-name searching can help, but it increases the need to compare identifiers. Open the individual record and compare aliases, birth month and year, physical descriptors, court, offense, case number, and sentence details before relying on a status.
- Open the ODOC Offender Search and accept its terms.
- Enter the SID or name and open the matching detail record, not just the name list.
- Read Status, Location, Institution Admission Date, and Earliest Release Date together.
- Check the offense tab against the court case, county, sentence date, and sentence type.
- Use VISOR for supported custody events, then request ODOC movement or discharge records for official history.
An Earliest Release Date is an estimate. It can show PENDING while computation continues, and ODOC warns that information may change. The date can be affected by amended judgments, sentence credit, concurrent or consecutive terms, earned-time eligibility, disciplinary action, Board decisions, release-plan issues, and detainers. A future date is not proof that the person left EOCI.
Eastern Oregon Offender Search Fields
The public detail needs to be read as a group. Status without Location can hide whether a person is at an institution or under county supervision. An Earliest Release Date without the sentence and active offense data can be misunderstood. ODOC describes the locator mainly as a tool to find an adult in custody, so it does not promise a permanent historical result for every fully discharged person.

A county-supervision status can support that prison confinement ended while legal supervision continued. For full discharge, request the movement history, Pen Pack, discharge document, or Board record as applicable. The court judgment supplies legal terms but not always the exact physical movement time.

Request Eastern Oregon Release Records
ODOC is the custodian for EOCI movement and discharge records. Identify the person by full name and SID, then name EOCI and a narrow date range. Ask for the movement or release entry, publicly disclosable sentence-computation material, release-plan or supervision-location information that can be released, and the Pen Pack or discharge record when appropriate. Each document answers a different question.

The location listing confirms the facility identity and state operator. It does not establish that a named person remains there or has been released. Use the individual's ODOC record and official movement documents for that question.
Eastern Oregon Prison History
EOCI opened in 1985. An ODOC issue brief reported a budgeted capacity of 1,659 and 1,345 adults in custody as of July 2022. Those figures are historical and must stay tied to that date. They do not state current population, current capacity, or annual release volume.
A count at one time cannot yield a release rate. Prison transfers, admissions, supervision releases, and discharges are separate events. The movement record remains the person-specific source.

Eastern Oregon Supervision Handoff
Physical release from EOCI may lead to post-prison supervision rather than full discharge. The responsible community-corrections office is based on the approved release plan and legal authority. If ODOC shows county supervision, contact that county for public reporting instructions. Do not default to Umatilla County merely because EOCI is in Pendleton.
When Umatilla County is responsible, Community Corrections has Pendleton and Hermiston offices. Its Transition House is a noncustodial 13-bed residence for certain men released from ODOC or local-control custody. It is not an automatic EOCI destination and should not appear as the person's location without record support.

Eastern Oregon VISOR Notifications
Oregon VISOR, the current successor to VINE and VINELink, can provide supported custody information and alerts. Search by name or offender number, compare the agency and identifiers, and read the exact event text. Registration may offer phone, text, or email, with an account or anonymously. Current official instructions do not prescribe the old four-digit VINE telephone PIN.
A VISOR event supports what the contributing agency reported, but it does not replace ODOC's certified history. No result can reflect spelling, delay, transfer, or limited coverage. Match a release alert with the ODOC movement entry and the receiving supervision county.

Eastern Oregon Release Date Limits
Oregon does not use a universal percentage for every prison sentence. Earned-time eligibility depends on the offense, sentence date, exclusions, conduct, and program rules. Measure 11 mandatory terms under ORS 137.700 generally are not reduced through ordinary earned time. Other qualifying modern sentences may receive reductions under ORS 421.121, subject to its exclusions and ODOC rules.
Do not calculate a date from a percentage. Obtain the judgment, determine whether terms run together or one after another, verify jail credit, and use ODOC's computation. On or after the estimated date, check Status and Location, VISOR events, movement documents, and supervision intake. The Umatilla County release search places that state path beside county and federal sources without treating them as one roster.
Eastern Oregon Sentence Computation
ORS 421.121 governs earned-time reductions for qualifying felony sentences based on institutional behavior and participation in adult-basic-skills development. The statute excludes several sentencing categories and caps qualifying credit at 20 percent of total DOC incarceration. It also prevents the credit from reducing actual prison confinement below six months. ODOC rules control the granting, loss, and restoration of credit.
Older felony conduct can fall under a different scheme. ORS 421.120 contains an older good-time formula for felonies committed before November 1, 1989. It should not be applied to a modern EOCI sentence merely because an early date appears in OOS. ORS 137.635 and ORS 137.700 can require the governing determinate or mandatory term without ordinary reduction. The judgment, offense date, and ODOC computation must be read together.
Sentence credit, amended judgments, consecutive cases, eligibility findings, disciplinary changes, Board action, detainers, and release-plan issues can alter the estimate. A discrepancy belongs with ODOC sentence-computation or records staff. Public arithmetic cannot replace that agency calculation.
Eastern Oregon Board Records
The Oregon Board of Parole and Post-Prison Supervision matters only when the sentence and hearing authority place the case within its role. Board outcomes vary. A hearing can set, affirm, defer, postpone, or decline to set a date, depending on hearing type and governing law. A simple granted or denied label can erase that distinction.
No verified public person-name database supplies every Board decision. Request the Board Action Form, order, minutes, hearing recording, or discharge action through the Board's records process. The Board states that most adult-in-custody records are retained for 25 years and most Board records for ten years. Those retention statements apply to Board files, not OOS display or EOCI movement records.
